Backports the build-level setting from ThoughtWorksInc/sbt-best-practice@2596afb that accompanies dropping sbt-sonatype in 9.0.0. The sonaRelease command publishes from the staging directory exposed by localStaging, so publishTo must point to it. The upstream plugin project carries this in build.sbt; this template has no build.sbt, so it lives in a dedicated publish.sbt alongside secret.sbt.
